Anyone out there an expert on Latin Hypercube Sampling, and can recommend a software tool for running such analysis (preferably a cheap Excel add-in).

Haven’t the foggiest what it even is. Sounds like something that goes on at a really hip underground nightclub in east San Jose.
It might be a lot more interesting if it was, but actually it is a means of selecting samples from data that are more representative of the overall distribution of the data than you’d get if you sampled randomly from a non-normal distribution.
